An agencys rejection of a resolution granting a permit is not equivalent to a denial of a permit application. Pursuant to Minn. Stat. § 15.99, subd. 2 (1998), an agency must approve or deny a permit application within the statutory time period, and failure by the agency to issue a specific denial of the application, supported by simultaneous, written reasons, shall be deemed an approval.
