Based upon the findings and Conclusions of its hearing officer, the Idaho State Board of Pharmacy revoked the pharmacists license of Jack Brown. Brown then petitioned for judicial review. The district court affirmed the Boards decision. Brown has appealed, assigning several errors to the Boards decision. The issues presented to us are whether the Boards findings are based upon substantial, competent evidence; and whether the Boards decision is arbitrary or capricious. We affirm.
